Sara Gardner, MPH
Executive Director

Sara W. Gardner, MPH, is the Executive Director of the Fund for Public Health in New York. Ms. Gardner has twenty-five years of progressive and diverse experience as a leader, manager, technical advisor, and evaluator of public health and development programs. Before coming to the Fund, Ms. Gardner served as Vice President of Programs with EngenderHealth, providing leadership and oversight of their global and field programs. While with EngenderHealth, she also served as the Director of Global Programs, where she was responsible for EngenderHealth's global program initiatives including Family Planning, HIV/AIDS, Maternal Health, Men as Partners, Quality Improvement, Informed Choice, and Research & Development. Ms. Gardner received her Masters in Public Health degree from New York University.

Donna Fishman
Chief Operating Officer

Donna Fishman has made a career of serving others. For over two decades, Fishman has worked in the not-for-profit sector as a champion for the poor and underprivileged. She is also an accomplished fund-raiser, both as a professional and as a volunteer. Before joining the Fund for Public Health in New York, she served for five years as the Chief Executive Officer of Gilda's Club Westchester, an organization whose mission is to provide social and emotional support to all those impacted by cancer. Fishman's previous positions include Deputy Director for the Jewish Fund for Justice, and Vice President for External Affairs, Community Service Society of New York. At the start of her career she served in the U.S. Federal Government as a Presidential Management Intern at the U.S. Department of Health and Human Services, and the Region II Office of the Environmental Protection Agency, as well as on the staff of the New York City Mayor's Office of Homeless and SRO Housing Services. Throughout her Professional life, Ms. Fishman has played an essential role in managing organizations or advising top level managers. She is skilled at financial, strategic and performance management and at all aspects of external relations including fundraising, board relations and public communications.

A New York City resident, Fishman is known for her passion, warmth, intelligence and sense of humor. Fishman has been an active fund-raiser for Bank Street College of Education and served as co-chair of the Development Committee for the School for Children at the Bank Street College of Education. Fishman also sits on the boards of the Pratt Center for Community Development and Ansche Chesed synagogue.

Fishman holds a Masters in Public Administration from Columbia University and a Bachelor of Arts from the School of General Studies, Columbia University and The Jewish Theological Seminary.

Shelby S. Geter, PHR
Director, Human Resources

Shelby S. Geter, PHR, is the Director of Human Resources for the Fund for Public Health in New York. Ms. Geter oversees policies and programs covering employment, compensation, benefits, performance management, employee relations, recruitment and retention and ensures that the organization maintains regulatory compliance with all applicable federal, state and local laws. Ms. Geter joined the Fund in 2010 in a newly-created position in response to the rapid expansion of the organization. Prior to assuming her current role at the Fund, she was Director of Human Resources for the Foundation Center and the senior HR person at the Corporation for Supportive Housing, two national nonprofit organizations headquartered in New York City. Ms. Geter has served the nonprofit community in various levels of human resource management for over ten years. Ms. Geter holds a Master of Science in Human Resources, with distinction, and an advanced Professional Human Resources certification, PHR.

Elizabeth R. Spitzer, MPH
Director, Grant & Contract Administration

Elizabeth R. Spitzer, MPH, is the Director of Grant and Contract Administration for the Fund for Public Health in New York. Ms. Spitzer has held senior administrative leadership positions directing multi-disciplinary outpatient programs at several large medical centers. She began her career at an international non-profit, coordinating training and research programs across 34 countries. She then joined Beth Israel Medical Center as Grants Manager, where she managed service delivery and research grants for a variety of clinical departments. In her ten years at Continuum Health Partners, she held a series of senior hospital operations positions, overseeing multi-million dollar revenue cycles and multi-disciplinary clinical practices. She subsequently held positions at both the North Shore-Long Island Jewish Health System and Columbia University. Ms. Spitzer received her Masters degree in Public Health from Hunter College.
